Akufo-Addo Govt Set $100m Start-Up Fund For Agenda 111 Before Leaving Office

In a strategic move to kickstart the ambitious Agenda 111 project, the Akufo-Addo government secured a $100 million start-up fund through the Ghana Investment Infrastructure Fund (GIIF) before leaving office.

This initial investment paved the way for the construction of 111 hospitals across Ghana, addressing the country’s pressing need for improved healthcare infrastructure.

The Agenda 111 project was born out of necessity, following Ghana’s first recorded COVID-19 case on March 12, 2020.

Former President Nana Addo Dankwa Akufo-Addo acknowledged the lack of hospitals in 88 districts and six newly created regions, prompting a promise to invest in new healthcare facilities before leaving office.

The project’s initial scope comprised 101 district hospitals, seven regional hospitals, two regional psychiatric hospitals, and one national psychiatric hospital.

However, the program was later revised to include three additional district hospitals, expanding the total number of sites to 114.

As of November 2024, 101 sites were active, with contractors deployed and work in progress.

Notably, 37 sites had achieved 70% completion or above, while 28 sites had reached between 50% and 70% completion.

Three district hospitals – Atwima Kwanwoma Municipal Hospital, Oforikrom Municipal Hospital, and Ahanta West Municipal Hospital – were completed, equipped, and commissioned on December 5, 2024.

The project’s funding sources include direct government budgetary allocations and the Annual Budgetary Allocation (ABFA) Capex, primarily financed through oil revenues.

The estimated total cost of the project is approximately $1.717 billion, with an outstanding balance of $1.401 billion as of October 2024.

The hospitals are designed to accommodate 100, 60, or 90 beds, depending on their classification.

The project’s scope encompasses civil works, MEP, medical gas systems, and equipment.
