NPP To Amend Constitution Ahead Of July Conference

The New Patriotic Party (NPP) has taken a decisive step towards internal reform as it prepares to amend sections of its constitution, following recommendations from the 2024 Election Review Committee led by Prof. Aaron Mike Oquaye.

In a statement released on Wednesday, April 16, 2025, and signed by General Secretary Justin Kodua Frimpong, the party announced that the Prof. Oquaye-led committee had officially submitted its report to the National Council at a meeting held on the same day.

“The Party will meticulously study the contents of the Report, including the Committee’s recommendations, which shall be duly implemented having regard to the best interest of the Party,” the statement read.

The report, which reviews the party’s performance and conduct during the 2024 general elections, has prompted leadership to begin constitutional reforms aimed at repositioning the party for future challenges.

“The submission of the Review Report has invariably necessitated the need for the Party to amend some provisions of the Party Constitution in order to give effect to some of the far-reaching proposed reforms,” the statement continued.

To facilitate this process, the National Council has constituted a nine-member Constitutional Amendment Committee chaired by Frank Davies, who also heads the party’s Constitutional and Legal Affairs Committee.

Members of the committee include:

2. Hon. Patricia Appiagyei – Member

3. Hon. Kojo Oppong Nkrumah, Esq. – Member

4. Dr. Antoinnette Tsiboe-Darko – Member

5. Mr. Makafui Woanyah – Member

6. Hon. Ebenezer Nartey – Member

7. Hon. Diana Asonaba Dapaah, Esq. – Member

8. Iddris Muhayu-Deen, Esq. – Member

9. Dr. Ekua Amoakoh – Member/Secretary

The terms of reference for the committee include reviewing the party’s current constitutional provisions in line with the Oquaye Committee’s recommendations and earlier proposals from the 2021 Constitutional Review Committee chaired by Alexander Afenyo-Markin.

In addition, the committee is tasked with receiving new proposals from party members and identifiable groups, categorizing them, and making appropriate recommendations ahead of the party’s National Annual Delegates Conference.

“The Party shall hold an Extraordinary National Annual Delegates Conference in the month of July to consider the report of the Constitutional Amendment Committee, which shall be tabled before the Conference in the form of amendment motions for approval or otherwise,” the statement indicated.

In a related development, the NPP National Council has also issued a stern warning to party officials and communicators concerning their conduct ahead of the presidential primaries.

“Having taken a serious view of some distasteful comments against some prospective Flagbearer Aspirants by some Party executives and leading members,” the Council has directed all members to refrain from public endorsements or disparaging remarks until nominations are officially opened.

The directive, which reinforces the party’s 2021 Code of Conduct, warns that violators will face sanctions in accordance with party regulations.

“The cooperation of all Party members and stakeholders is highly anticipated for the love of the Party,” concluded General Secretary Kodua.

With these developments, the NPP signals a readiness to restructure and discipline its ranks as it seeks to maintain internal unity and bolster democratic processes ahead of the 2028 general elections.
